PayPal (US): how to send the Notice of Dispute
PayPal’s user agreement asks for it by certified mail to: PayPal, Inc., Attn: Legal Specialists, Re: Notice of Dispute, P.O. Box 45950, Omaha, NE 68145-0950. It then allows 60 days to try to resolve it before arbitration or small claims. Read the agreement.
